Palworld Aquatic Construction Kit at Level 23: Build Water Bases Early
Quick answer
Technology level 23 since v1.0.3, down from level 66. The Ancient Technology Point cost also dropped from 4 to 1, with reduced materials and work amount.
It used to cost 4 Ancient points at Technology level 66. It now costs 1 at level 23, which moves water building from endgame vanity to mid-game plan.
The Aquatic Construction Kit is what lets you build on water instead of clinging to shoreline. Until v1.0.3 it sat at Technology level 66 and cost 4 Ancient Technology Points, which is endgame pricing for a building tool. It now unlocks at level 23 for 1 point, with reduced materials and work amount as well.
What actually changed
- Technology level: 66 down to 23.
- Ancient Technology Points: 4 down to 1.
- Materials and work amount for the unlock were both trimmed.
- Everything the kit does is unchanged. Only the price of entry moved.
This is one of the clearest quality of life wins in the patch. Level 23 is early enough that a water base is a real plan rather than a retirement project, and one Ancient point is cheap enough that you do not have to choose between it and a production unlock.

Open TechnologyWhy build on water at all
A water base is not just a look. It solves several problems that land bases fight with constantly.
- Raid geometry. Water restricts the approach paths ground raid waves can take, which means fewer directions to defend.
- Flat ground for free. No terrain levelling, no awkward foundation stacking on a slope.
- Fishing and aquatic material access directly from the base, which matters for Aquatic Pal Fluids and fish-based cooking.
- Space. Coastal water gives you a large uninterrupted footprint that inland plots rarely offer.

Best base locationsPlanning a water base at level 23
At level 23 you do not have late-game power generation or bulk production, so build for the base you will have at 40, not the one you have now. The footprint is the part that is expensive to change later.
- Start from a shoreline anchor. A base that touches land keeps land routes, ore nodes, and Fast Travel access available.
- Lay the full platform before you place anything on it. Retrofitting foundations under a working production line is miserable.
- Keep one clear water edge for fishing and aquatic access. Do not pave over the reason you built here.
- Plan a single entrance from land. That funnel is the raid defence advantage you came for.
- Leave room for power generation. Water bases tend to run out of space exactly where the generators need to go.
What to watch out for
- Aquatic Pals still spawn nearby. A water base is not a safe base, it is a differently shaped one.
- Pal pathing across long platforms can be slow. Keep production, storage, and beds tight rather than sprawling.
- Falling into water while building costs you time and sometimes items. Build the platform edges before you work near them.
- Ore and wood are still land resources. A pure water base with no land access has a transport problem.
Fix pathing and hauling before you scale the base up.

Base defenseRebuild or start fresh?
If your shoreline base is a sad wooden pier that grew sideways because you could not build outward, this is your rebuild weekend. If your inland base is working and defended, do not tear it down for a novelty. Use a base slot you have not committed yet, and treat the water base as your fishing and aquatic production site rather than a replacement for your main.

Short answers for searches that should land here, with links to the item, map pin, or related guide when you need more detail.
- What level is the Aquatic Construction Kit in Palworld?
- Technology level 23 since v1.0.3, down from level 66. The Ancient Technology Point cost also dropped from 4 to 1, with reduced materials and work amount. Open Technology
- Is a water base good in Palworld?
- It is good for raid geometry, flat building space, and direct fishing access. It is not automatically safer, since aquatic Pals still spawn nearby, and it still needs land access for ore and wood. Base raids explained
- Should I rebuild my base on water after 1.0.3?
- Only if your current base is cramped on a shoreline. If your inland base works and is defended, use a spare base slot for the water build and treat it as a fishing and aquatic production site instead.
- How much does the Aquatic Construction Kit cost in Palworld?
- One Ancient Technology Point at Technology level 23. That is the cheapest tier of Ancient unlock, which is why there is no reason to delay it after the v1.0.3 change.
